I have just started my Import and Export Business, and I am really excited to jump into automotive industry and start importing used vehicles from Dubai and Japan and sell it here in Pakistan.
However, I am confused on whether the Import of used vehicle is allowed in Pakistan or not. If not, then how can you see so many imported vehicles in Pakistan?

If I understand correctly, you want to import vehicle for commercial purpose to sell it here in Pakistan.
If this is the case, then as per the import policy of Pakistan, the import of used vehicle is not allowed for commercial purpose.
However, you can import new vehicle for commercial purpose. Please be careful as there is an exuberant amount of duty that you will have to pay.
You might be wondering that if this is the case then how we see so many used Japanese Vehicles in Pakistan?
Well here, people have found a loophole in our import policy. The used vehicle can be imported for personal reason mainly in following schemes for Pakistani Nationals residing abroad
Transfer of Residence
Personal Baggage
Gift Scheme
People import under this scheme and then sell it off in the local market.
However, in 2019 and 2020, the Pakistani Government have implemented more restrictive policies under the personal import of vehicle which makes it more difficult in importing the vehicle.
